Environmental Services

The focus of the Major Projects Unit is to direct and oversee consultant preparation of major environmental documents implementing requirements from Federal and State regulations such as the National Environmental Policy Act (NEPA) and the Massachusetts Environmental Policy Act (MEPA). Documents are typically combined to streamline compliance with these laws. Most often, a document would be an Environmental Assessment (EA) under NEPA and an Environmental Impact Report (EIR) under MEPA. The unit also participates in studies on upcoming major projects.

Although projects traditionally managed by this unit would advance the project through 25% design, a number of high priority projects will be managed by this unit through 100% design/Advertisement for Construction. In addition to having complete responsibility for managing some of these projects, staff from this unit also assist on projects managed by the Project Management Unit in the Highway Division Design Section or the Accelerated Bridge Program.

Reflecting the breadth and complexity of these projects, the Major Projects Unit coordinates the preliminary design, environmental documentation and permitting in consultation with the Federal Highway Administration, regulatory agencies, other MassDOT sections, and the public. As the environmental study and preliminary designs progress, the public may attend regular public meetings held at key milestones or participate on a project task force and provide feedback. Environmental documents are also available for public review and comment. In addition, there is a design public hearing that is held at 25% design.

The unit has just completed work on four of the five Accelerated Bridge Program's mega-projects, which have recently been transferred to Construction for implementation by the Design Build method of project delivery:

  • Boston-Cambridge/Longfellow Bridge/Rehabilitation (EA/Environmental Notification Form (ENF))
  • Newburyport-Amesbury-Salisbury/I-95/Replace Whittier Bridge and widen I-95 from Exit 57 to 60 (EA/EIR)
  • Shrewsbury-Worcester/Route 9 over Lake Quinsigamond/Replace and widen Kenneth F. Burns Memorial Bridge (Categorical Exclusion (CE)/EIR)
  • Quincy-Weymouth/Route 3A/Fore River Bridge/Replace bridge (EA).

Work continues on the preparation of major environmental documents and permitting for major projects across the state, including:

  • Canton-Dedham-Westwood-Norwood/I-95/I-93/University Ave/Dedham Street/Redesign interchanges and add Dedham Street northbound on-ramp; widen I-95 from Neponset Street in Norwood to the I-95/I-93 Interchange in Canton (EA/EIR)
  • Charlton-Oxford/Route 20/Reconstruct and widen less than a travel lane from Richardon's Corner (Hammond Hill Road) to Route 12 (To be determined (TBD)/EIR)
  • Fall River/Route 79/I-195 Interchange/Replace Route 79 viaduct with signalized roadway combined with Davol Street (EA/ENF)
  • Methuen Rotary/I-93/Route 110/Route 113/Replace rotary with signalized intersections (EA/EIR)
  • Middleborough/Middleboro Rotary/Routes 44/18/28/Replace rotary with grade separated intersection (TBD/TBD)
  • Needham-Wellesley/I-95 (Route 128)/Add a lane from Route 9 to south of Route 135 (Re-Evaluation/Notice of Project Change)
  • Salem/Bridge Street/Widen and re-align Bridge Street between Flint and Washington Streets (Re-Evaluation/Notice of Project Change)
  • Woburn-Reading-Stoneham-Wakefield/I-93/I-95/Redesign interchange and add a lane to I-95 (Route 128) from the interchange to Exit 40 northbound and provide four lanes from Exit 36 to Exit 38 southbound (Environmental Impact Statement (EIS)/EIR)
