MassDOT's mission includes ensuring non-discriminatory, equitable, accessible and safe public transportation, enhancing the social and economic quality of life for all. It is MassDOT policy and practice to use best efforts in ensuring that all programs, services, activities and benefits are implemented without discrimination. MassDOT policy, in accordance with Title VI of the Civil Rights Act of 1964, ensures that no person or groups of persons shall, on the grounds of race, color or national origin be excluded from participation in, be denied benefits of, or be otherwise subjected to discrimination under any and all programs, services or activities administered by its departments, agencies or subrecipient organizations. Additionally, related federal and/or state laws provide similar protections on the basis of a person’s gender, religion, age, disability, sexual orientation, and other protected characteristics. MassDOT’s Title VI Program for Federal Transit Administration funded financial assistance describes the methodology for ensuring compliance with the law, the proactive steps taken to encourage participation and avoid discrimination, and the handling of complaints that allege violations of nondiscrimination provisions.
