About the State Rail Plan

The Massachusetts State Rail Plan is developed to guide the future of rail system investments as well as freight, commuter and passenger rail services across the state. The plan outlines the Commonwealth’s 20-year vision and four year plan for the statewide rail system, describes the policies and planning goals for the state rail network, the existing rail system, future trends, proposed improvements, and the state investment program.

The Massachusetts State Rail Plan was originally developed and approved in 2010. This rail plan incorporates an in-depth evaluation of the freight rail system with a detailed analysis of passenger rail infrastructure and operations to provide a vision for the state rail system. The findings and recommendations of the Rail Plan are based on a comprehensive evaluation of the Commonwealth’s freight, commuter and passenger rail transportation system: its operations, and effect on economic development and quality of life. As part of the evaluation, the Rail Plan examines the public and private trade-offs between a range of investments in the rail system.

MassDOT is currently developing a Massachusetts State Rail Plan Update that will examine changes to the network and services since 2010, as well as trends that have arisen since that time. The Rail Plan Update will include a revised prioritization of short-term and long-range investments based on the current needs of the rail network. The Rail Plan Update was initiated in late 2015 and will be completed by 2017. Information about the development of the Rail Plan Update will be available on this website as it is developed.
