A public hearing will be held on draft regulations 540 CMR 23.00 governing the licensing, certification and operating requirements for basic driving school instructors, basic driving schools, advanced driver training instructors and advanced driver training schools. The public hearing is scheduled for Friday, February 2, 2007, at 10:00 A.M. at One Ashburton Place, 21st floor, Boston MA in Conference Rooms 1, 2 & 3. Comments may also be submitted electronically or in writing no later than 5:00 p.m. on February 2, 2007.
The draft regulations will exist as new regulations at 540 CMR § 23.00. Briefly, these regulations will establish guidelines and procedures for the licensing and certification of basic driving school instructors and basic driving schools. The regulations also establish the requirements and guidelines for licensing and certification of advanced driver training schools and advanced driver training instructors. Advanced driver training programs were established by amending the law to include M.G.L. c.90, §32G1/2. The purpose of the advanced driver training programs is to teach students how to avoid accidents by anticipating road hazards and maintaining vehicle control in emergency situations.
