In June 2009, Governor Deval Patrick signed Chapter 25 of the Acts of 2009, “An Act Modernizing the Transportation Systems of the Commonwealth of Massachusetts, (as amended by Chapter 26 of the “Act.”) This landmark transportation reform legislation requires that the Commonwealth integrate transportation agencies and authorities into a new, streamlined Massachusetts Department of Transportation (MassDOT) to be established by November 1, 2009.

A five-member Board of Directors appointed by the Governor with expertise in transportation, finance and engineering will oversee the new organization, while serving as the governing body of both MassDOT and the Massachusetts Bay Transportation Authority (MBTA), which will be part of MassDOT but will retain a separate legal existence. MassDOT will be administered by a Secretary of Transportation, appointed by the Governor to serve as Chief Executive Officer.

The organization will oversee four new divisions: Highway,  Mass Transit,  Aeronautics and the Registry of Motor Vehicles (RMV),  in addition to an Office of Planning and Programming.

John R. Jenkins John R. Jenkins, a Natick resident, will serve as Chair of the MassDOT Board and was a former Massachusetts Turnpike Authority Board member. He is President of West Insurance Agency, Inc.
 
Professor Andrew Whittle Professor Andrew Whittle, a geotechnical engineer, currently serves as Department Head of the Massachusetts Institute for Technology’s Department of Civil and Environmental Engineering. Whittle is a resident of Boxborough.
 
Elizabeth Levin Elizabeth Levin, a resident of Boston, is President of Liz Levin & Company, a management consulting company that serves the transportation, design and environment community.
 
Ferdinand Alvaro Ferdinand Alvaro is Partner-in-Charge of the Adorno & Yoss LLP Boston office and Co-Chair of the National Business Law Group. He previously served on the board of directors of the MBTA. Alvaro is a resident of Marblehead.
 
Janice Loux Janice Loux, a resident of Williamstown, is the first female president of UNITE HERE! Local 26, representing more than 6,300 hotel and food service workers in metropolitan Boston and was a member of the board of directors of the MBTA for 12 years under five governors.

Registry of Motor Vehicles Division

The Registry of Motor Vehicles Division is responsible for vehicle operator licensing and vehicle and aircraft registration, available online and at branch offices across the Commonwealth. The Registry oversees commercial and non-commercial vehicle inspection stations.

Registrar Rachel Kaprielian joins the Massachusetts Department of Transportation as Registrar after having garnered a lengthy and solid background in customer service. She served as Registrar of the Registry of Motor Vehicles under the Executive Office of Transportation from 2008-2009 where she oversaw the expansion of the Registry’s online branch at www.mass.gov/rmv and implemented an innovative customer service plan to minimize the impact on customer traffic by working with sister transportation agencies, municipalities and local delegations to site new branches in rent-free public spaces. As State Representative representing Watertown and parts of Cambridge for 14 years, Kaprielian displayed a keen dedication to constituent services and a strong commitment to tackling quality of life issues for all people who reside in the Commonwealth.

Known as a strong leader in smart and consumer-friendly policy reform, Kaprielian has advocated for a number of issues including municipal and regional organizational reforms, aggressive anti-tobacco policies, early intervention programs for at risk children, comprehensive pension reform and innovative job training initiatives.

Among her many legislative accomplishments, Kaprielian spearheaded reform efforts which enabled cities and towns to join the state's Group Insurance commission (GIC) to significantly ease the burden of spiraling health insurance costs for all the 351 communities in the state. The measure, if fully implemented would result in cost savings of approximately $200 million.

Some of her honors and recognition have included Legislator of the Year from the March of Dimes for her work with special education initiatives; the Legislative Leadership Award from Massachusetts Public Health Association for her tireless public health efforts; her advocacy for Home and Health Care Association of MA, leadership with The Tobacco Free Mass Coalition; her collaboration with the MA Public Health Association and her partnership with the Metropolitan Area Planning Council which named her Legislator of the Year in 2007.

Registrar Kaprielian earned her Bachelor's Degree from the College of Holy Cross. An attorney, she holds a J.D from Suffolk University Law School as well as a Master's Degree in Public Administration from the John F. Kennedy School of Government at Harvard University. As a life-long resident of Watertown, she sits on the boards of a number of community and civic organizations including the Watertown Boys and Girls Club, the Watertown Education Foundation and Mount Auburn Hospital.
