FAQs - Dealer Information

Dealer Reassignment of Title (DRT-1) Forms

  1. How do I become a Licensed Dealer? Who do I call at the Registry?

The RMV does not license Automobile Dealers. Massachusetts General Law grants licensing authority to the cities & towns. Contact the local city/town licensing board.

  2. Who is eligible to request DRT-1 forms?

    Massachusetts licensed Dealers only.

  3. How do I get DRT-1 forms? What do I need?

DRT-1 Forms may be obtained from the Registry, the Massachusetts Independent Auto Dealers Association(MIADA) or the Massachusetts State Automobile Dealers Association (MSADA). Obtain an application form from the RMVs website or contact MIADA or MSADA. Complete the application and fax/mail it, including a copy of the dealers license, if required.

  4. The application says that I must record the Control Number in the Used Car Dealer Record Book. Where can I get the Record Book?

There is a Control Number printed in red on the upper right on every DRT-1 form. This number must be recorded on the corresponding page of the Used Car Record Book for each DRT-1 used. Record Books, approved by the RMV, are available at the wholesale auctions and from the Massachusetts Independent Automobile Dealers Association (MIADA) & the Massachusetts State Automobile Dealers Association (MSADA).

  5. A Dealer purchases a car with a Rhode Island title. There is an unused reassignment available on the title, but it says; "For use by Rhode Island Licensed Dealer Only." Does the dealer need a DRT-1 to sell the car?

No, the Dealer should use the open space on the back of the title.

  6. A Dealer purchases a car with a Massachusetts title and a DRT-1 attached. Both of the reassignments on the DRT-1 have been completed, but there is a blank reassignment on the title. Does the dealer need a DRT-1 to sell the car?

No, the Dealer should use the open space on the back of the title.

  7. A Dealer purchases a car with a Loan Payoff attached. The reassignments on the title have been completed. Does the Dealer use a reassignment on the reverse side of the Loan Payoff or attach another DRT-1?

Attach another DRT-1, never use both sides of a DRT-1 form.

  8. A Dealer takes a car to the auction. There is a reassignment available on the title. The clerk at the auction tells the Dealer to attach a DRT-1 in case the car goes to arbitration or there's a mistake. Should the Dealer attach a DRT-1?

No, the Dealer should provide an additional form ONLY when the title is full.

  9. An out-of-state Dealer sells a car to a Massachusetts Dealer and tells the Dealer that he needs a Massachusetts reassignment. Does the MA Dealer provide the DRT-1?

No, the out-of-state Dealer must use a reassignment provided by that state.

  10. A Massachusetts Dealer sells a car with a New Hampshire title to a Rhode Island resident. The NH title has a reassignment space available. Does the MA Dealer provide a DRT-1?

No, the MA Dealer uses the space on the back of the NH title.

  11. The Dealer across the street ran out of DRT-1 forms and wants to "borrow" one of mine. He has promised to give me one in return when his new supply arrives. Is this OK?

No, never loan or borrow a DRT-1 form.

  12. A Dealer has properly completed a Loan Payoff Authorization on the back of the DRT-1 and goes to the lender to get the title. Does the Dealer give the lender the original or a copy?

The Dealer gives the lender a copy and attaches the original to the title.

  13. A Dealer has properly completed a Duplicate Title Authorization on the back of the DRT-1. What is the next step?

Go to the nearest RMV Office, complete a Duplicate Title form and order a duplicate title.

  14. Can I use the back of a DRT-1 form for a Lease Buyout?

No. The back of the DRT-1 form not only authorizes the payoff, it assigns ownership. In a lease payoff transaction, the lessor is the owner of the vehicle, not the lessee. The Leasing Company must assign ownership on the Title documents.

  15. I bought a car at the auction as a "Title Attached." I have a buyer, but am still waiting for the title. Can I use a DRT-1 to transfer ownership and sell the car, then attach it to the title later?

No. The Dealer must have possession of the title at the time of the sale. The DRT-1 is a supplemental document that must be accompanied by the Title.

  16. The title was full so I used a DRT-1, but made a mistake on the form. I had to void the DRT-1. How do I handle this?

Enter the Control Number of the DRT-1 form in the Record Book and write "void" next to it. Use another DRT-1 for the transaction and enter the second Control Number on the same page of the Record Book. Save the original DRT-1 form with the transaction record for a minimum of 2 years from the date of the sale.

  17. I used a DRT-1 for a Loan Payoff but made a mistake and need to correct it. How do I handle this?

Void the DRT-1 form, enter the Control Number in the Record Book and write "void" next to it. Use another DRT-1 to correct the Payoff and enter the second Control Number on the same page of the Record Book. Save the original DRT-1 form with the transaction record for a minimum of 2 years from the date of the sale.

  18. What happens when a Dealer misuses a DRT-1 or fails to record the control number in the Used Car Dealer Record Book?

The RMV may send the State Police Enforcement Unit and/or call the Dealer in for a hearing.
