Title VI Planning and Compliance Activities
The Office of Transportation Planning (OTP) integrates Title VI of the Civil Rights Act of 1964 and related statutes and regulations into all planning activities. OTP has developed tools to enrich Title VI obligations and analysis. More information about Title VI in OTP is available here.
The Massachusetts Department of Transportation (MassDOT) assures that no person shall, on the basis of race, color, national origin, or income, be excluded from participation in, be denied the benefits of, or be otherwise subjected to discrimination under any program or activity receiving Federal financial assistance, as required by Title VI of the Civil Rights Act of 1964, as amended, and the Civil Rights Restoration Act of 1987 (P.L. 100.259), and federal Executive Order 12898 (Federal Actions to Address Environmental Justice in Minority Populations and Low-Income Populations).
Further, MassDOT will make every effort to ensure nondiscrimination in all of its programs and activities, whether they are federally funded or not, and that services and benefits are fairly distributed to all people. MassDOT also upholds Massachusetts Public Accommodation Law, M.G.L. c 272 §§92a, 98, 98a, and the Governor’s Executive Order 526, section 4 which provide that access to programs, services, and benefits be provided without regard to religion, creed, sexual orientation, gender identity or expression, veteran’s status and/or ancestry, along with the bases previously referenced.
In addition, MassDOT will facilitate meaningful participation in the transportation planning process in a nondiscriminatory manner. (View the full MassDOT Nondiscrimination Policy Statement).
To this effort, the Office of Transportation Planning (OTP) works closely with the Office of Diversity and Civil Rights (ODCR) developing tools that enrich Title VI obligations and analysis in all areas of OTP’s work.
MassDOT OTP’s report Analysis of Federal Aid Highway Program Project Distribution and Title VI Populations in Massachusetts provides an example of the types of analysis MPOs should utilize to demonstrate compliance with and commitment to Title VI regulations and equitable transportation policy.

Title VI Project Tool
The Title VI Project Tool is an interactive mapping tool intended to assist MassDOT staff with public participation outreach by identifying census language tracts, accessible meeting locations, and community-based organizations across the state that should be engaged as stakeholders in public outreach efforts. This tool is regularly updated by the GIS team as MPOs, Massachusetts community members, and other organizations provide input and data to populate the tool. We will be making this tool available to the public in the near future.
