Lower Mystic Regional Group

About the Project

The Lower Mystic Regional Working Group (LMRWG) was convened by MassDOT to study and develop recommendations for transportation improvements for the Lower Mystic River area – improvements that can support sustainable redevelopment and economic growth. This area, which includes parts of Boston, Everett, and Somerville and is centered on the transportation hub of Sullivan Square, has seen considerable development activity in recent years. Although the Wynn Casino to be built in Everett is the most well-known project, several large-scale development proposals have the potential for broad regional transportation impacts. This study will analyze the impacts of planned development in the area, test various transportation infrastructure and policy proposals to address those impacts, recommend options for MassDOT and the cities of Boston, Everett and Somerville to consider, and suggest potential methods to pay for these improvements in an equitable manner.

The Working Group is chaired by the Secretary of Transportation, and consists of elected officials and staff of the three communities of Boston, Everett and Somerville as well as MAPC. The Working Group’s five membership organizations (the three Cities, MassDOT, and MAPC) make decisions by consensus and their recommendations will be advisory, not constituting final decisions on local or state policy, regulation, or funding. Representatives from the Executive Office of Housing and Economic Development, the Attorney General’s Office of Massachusetts, the Massachusetts Gaming Commission, Congressman Capuano’s office, the Massachusetts Port Authority and the Wynn Everett Casino are also participants of the Working Group.

MassDOT has engaged the services of staff from the Boston Region Metropolitan Planning Organization – including from the Metropolitan Area Planning Council (MAPC) and from the Central Transportation Planning Staff – to provide technical assistance and study support.
