Jeffrey B. Mullan serves as Secretary and CEO of the Massachusetts Department of Transportation (MassDOT), launched on November 1, 2009. Appointed by Governor Deval Patrick, Jeff has held leadership positions at Massachusetts transportation agencies and authorities since 2007 and was a key architect of the reform plan to create the new streamlined transportation organization, MassDOT.
Mullan oversees implementation of the most historic transportation reform law in decades. He leads a new, unified organization that operates as one – one transportation agency with one mission: to provide a safe, reliable and efficient transportation network for citizens of the Commonwealth.
Jeff has been involved in Massachusetts transportation issues for more than 20 years. From May through October, 2009, he served as the Executive Director of the former Massachusetts Turnpike Authority where he was responsible for overseeing the abolition of the Turnpike Authority and leading an inter-agency Highway Integration Team responsible for creating the MassDOT Highway Division that will integrate MassHighway, Turnpike, Tobin Bridge and Department of Conservation and Recreation assets and operations. Since March of 2007, he had served as the Undersecretary and General Counsel at the Executive Office of Transportation and Public Works (EOT), and had assumed the duties of Chief Operating Officer in October of 2008.
Prior to 2007, he worked for 14 years at Foley Hoag LLP, where he was a partner and the co-chair of the firm's administrative law practice. While at Foley, he represented many public sector clients on redevelopment and transportation projects, and was involved in major initiatives such as the Central Artery/Tunnel Project, the Greenbush commuter rail line and the Route 3 North project. He also represented the Commonwealth in the creation of the Rose Fitzgerald Kennedy Greenway Conservancy in 2004. Before joining Foley Hoag, Mullan worked at the former Massachusetts Department of Public Works as Right of Way Manager on the Central Artery/Tunnel Project.
A Worcester native, Mullan is a graduate of the University of Massachusetts and earned a JD from the Suffolk University School of Law. He, his wife and three teenage sons live in Milton, where he is a member of the Board of Appeals.
