Municipal Small Bridge Program

Eligibility criteria for either replacement or preservation projects shall be as outlined below:

Replacement Projects

  • Municipality must show a demonstrated fiscal need for the project.
  • Bridge must be on a public way.
  • Bridge must be on the State Bridge Inventory (spans between 10'-20').
  • Bridge must be structurally deficient (if known) or load posted.
  • The total reconstruction or replacement cost including design should not exceed $500,000, as this is the maximum amount of reimbursement. Any costs over $500,000 shall be borne by the municipality.
  • Municipality must provide information of local impacts should the bridge have to be closed. These impacts may include:
    • Response time for first responders.
    • Delays to school buses and other service providers (i.e. fuel and other critical deliveries, accessibility accommodations, etc.).
    • Suitable detour length.

Preservation Projects

  • Municipality must show a demonstrated fiscal need for the project.
  • Bridge(s) must be on a public way.
  • Bridge(s) must be included on the State Bridge Inventory (span between 10-20').
  • The selected preservation activity shall aim to extend the useful service life of the bridge by 20 years or more for those elements of the bridge that are addressed in the preservation action.
  • The total preservation cost including design should not exceed $500,000, as this is the maximum amount of reimbursement. Any costs over $500,000 shall be borne by the municipality.

    Eligible Preservations Activities may include the following:

    • Cleaning and painting of structural steel.
    • Concrete patching of decks, applying membranes and wearing surface replacement. Milling and paving for wearing surface preservation will be limited to the bridge deck and 100' of approach work.
    • Joint sealing, rehabilitation or replacement.
    • Rehabilitation, patching or the protection of concrete abutments and piers.
    • Scour mitigation or repairs related to scour damage.
    • Structural repairs including plating of steel beams and repairing concrete beams and slabs.
    • Repairs to stone or masonry arches.
    • Replacement or jacketing of timber piles.
    • Safety improvements to bridge and approach railing.
