Contractor Prequalification

All contractors must be prequalified by MassDOT prior to bidding on MassDOT or Chapter 90 projects with an estimated construction value of $50,000 or more.

Consultant and Surveyor Prequalification

MassDOT routinely prequalifies firms in various A&E work categories and uses that information as a partial basis for selecting firms for new A&E contract services.

The Equitable Business Opportunities (EBO) Solution is an internet-based management and control application that provides MassDOT with the ability to develop, implement and monitor a Civil Rights, Labor Management and Disadvantaged Business Enterprise program based on the U.S. Department of Transportation, 49 CFR Part 26 regulations.  It also dramatically reduces the time necessary to process contractor payroll information.
