|A seven-member Board of Directors appointed by the Governor with expertise in transportation, finance and engineering will oversee the organization, while serving as the governing body of both MassDOT and the Massachusetts Bay Transportation Authority (MBTA), which is part of MassDOT but retains a separate legal existence. MassDOT is administered by a Secretary of Transportation, appointed by the Governor to serve as Chief Executive Officer.

Acting Highway Administrator
Thomas Tinlin was appointed Acting Highway Administrator on March 4, 2015. Prior to his appointment as Acting Administrator he served as Chief of Highway Operations and Maintenance at MassDOT. Acting Administrator Tinlin's responsibilities included managing the Highway Division’s day-to-day operations, scheduling a complex sequence of construction and maintenance activities to minimize impacts to the driving public. Prior to joining the Massachusetts Department of Transportation, Acting Administrator Tinlin served as Boston’s Commissioner of Transportation for over a decade.
