Recognizing the fact that not all airport sponsors are eligible for federal AIP funding, and of those who are, none are eligible for AIP funding from the FAA for routine maintenance, the Massachusetts Aeronautics Commission (MAC) initiated a grants-in-aid program called the Airport Safety and Maintenance Program (ASMP) specifically designed for this purpose. The initial guidelines were promulgated pursuant to Chapter 811 of the Acts and Resolves of 1985, which authorized the establishment and administration of a program to assist in the maintenance and repair of airports included in the state airport system plan, excluding those airports owned and operated by the Massachusetts Port Authority (MASSPORT). The program is administered by the MAC pursuant to its authority under the Massachusetts General Laws, Chapter 90, 39.
