Registry: Annual Low Number License Plate Lottery

MassDOT’s Registry of Motor Vehicles Division is now accepting applications for the 2013 Low Number License Plate Lottery. The annual drawing gives drivers a chance to win a plate from a low number cache that the Registry is able to make available each year.

Applicants in this year's drawing will be vying for 140 of the most coveted Massachusetts license plates, including plate numbers: Z7, 740, and 6868.

The application is available for download from MassRMV.com and customers may also visit any RMV branch to obtain an application. Applications will be accepted by mail only and must be postmarked by August 12, 2013. Only one entry per applicant. Postcard entries will not be accepted. Winners who do not register their vehicle with their winning lottery plate by December 31, 2013 will automatically forfeit their plate. All forfeited plates will be offered to a list of 25 alternate winners who will be chosen at the drawing.

The lottery drawing will be broadcast live on NightSide with Dan Rea on WBZ 1030AM on Thursday, September 12, 2013 from 8-10p.m.

MassDOT Announces Callahan Tunnel Rehabilitation

MassDOT this week announced plans to perform a complete rehabilitation of the Callahan Tunnel, which carries traffic from Boston’s North End to Logan International Airport and Route 1A in East Boston. The project will require a complete closure of the tunnel for approximately three months beginning in January 2014.

The $34.9 million project includes rehabilitation of the 52-year old tunnel’s deck, curb line, gutters and replacement of the tunnel’s wall panels. The original deteriorated wall panels were removed in December 2012 as a safety measure due to significant corrosion to the panel wall anchor system.

“The Callahan has served motorists well since the day it opened in 1961 and was paired with the Sumner tunnel,” said MassDOT Highway Administrator Frank DePaola. “However, every aspect of the tunnel is in fair to poor condition, and the time has come to put the Callahan in shape to last another 50 years.”

The proposed work schedule includes a full tunnel closure with detours in place and posted for approximately three months beginning in January 2014, followed by an additional 4-5 months of work requiring overnight closures between 11 p.m. and 5 a.m.

The complete closure of the tunnel in the early months of 2014 will reduce the overall duration of the project, provide enhanced public safety by minimizing changes to traffic flow, and better coordinate with other local projects including Tobin Bridge work, which is scheduled to end for 2013 in November and resume in spring 2014.

MassDOT will use extensive public outreach prior to the tunnel closure to provide information about alternate routes and detours and during the closure implement posted detours with message boards and provide regional signs directing motorists on Route 1, Route 2, Route 3, I-95 and I-93 to use alternate routes or public transportation to access Logan Airport.

In order to inform the public about the rehabilitation project including the preliminary work schedule and expected traffic impacts, MassDOT scheduled two public information meetings in Boston regarding the Callahan Tunnel Rehabilitation Project, including one next week:

Fall River Route 79/I-195 Project Advances

The MassDOT Board of Directors this week voted to move forward with the $197 million Fall River Route 79/I-195 Interchange Project, the final of five Mega Projects in the Patrick Administration’s historic Accelerated Bridge Program. The Fall River project improves safety and removes an elevated structure that has been long seen as a barrier to waterfront development.

“After years of neglect, the Accelerated Bridge Program has allowed us to dramatically improve our bridge infrastructure and stimulate economic growth all over Massachusetts,” said Governor Deval Patrick. “The Accelerated Bridge Program is a key part of our growth strategy that is creating jobs today while leaving a stronger Commonwealth for the next generation.”

The Fall River Interchange Improvement Project is one of five Mega Projects accounting for approximately one-third of the total $3 billion Accelerated Bridge Program investment in Commonwealth bridges.

The five Mega Projects are:

  • Burns Bridge Replacement- $89 million
  • Fall River Interchange Improvement Project- $197 million
  • Fore River Bridge Replacement-$245 million
  • Longfellow Bridge Rehabilitation- $255 million
  • Whittier Bridge Replacement- $292 million

Both the Burns Bridge and Fore River projects are currently under construction. Construction is scheduled to begin in July on the Longfellow and Whittier Bridges.

In Fall River, Milliken Boulevard is currently under construction to better accommodate traffic during this interchange improvement project. The remaining structural repairs and the painting to the Braga Bridge are included in the $197 million project. The project website will be updated regularly with construction news and roadway impacts.


RMV Guardian Angel Operation Inspects School Vehicles

MassDOT Registrar of Motor Vehicles Rachel Kaprielian this week participated in Operation Guardian Angel XII, a joint RMV/Boston Police inspection enforcement of school pupil vehicles, also known as 7D vehicles, that transport children across the City of Boston.

The RMV is charged with licensing school pupil vehicle operators and oversees the safety inspection of these vehicles twice each year. Spot checks are also conducted throughout the year. The goal of Operation Guardian Angel is to ensure compliance with the 7D program and take action against companies and operators not following the rules and putting children at risk.

“Our law enforcement partners are with us today and everyday in our mission to protect the most vulnerable school children,” said Registrar Kaprielian. “The Registry wants parents and educators to also feel empowered and to be part of this mission; if you see a problem with a school van, we want you to say something.”

The RMV holds 7D companies and operators accountable for violations/non-compliance by revoking vehicle registrations and suspending operator licenses. Companies and operators may be put out of business temporarily or permanently.

During this week’s Operation Guardian Angel 129 vehicles were checked and a total of 82 violations found.

Common school pupil vehicle violations include:

  • Improperly registered, improperly insured vehicles
  • Unlicensed operators
  • Too many occupants/unbelted occupants
  • Failure to perform pre-trip inspections
  • Vehicle equipment problems/missing equipment
