I-93 Viaduct:
New Lights, Parking

MassDOT Secretary and CEO Richard A. Davey joined state and city elected representatives and residents from the South End and South Boston to officially turn on new lights under the I-93 viaduct in the South End.

"This is the kind of project that you would only see because of the strong partnerships formed with both neighborhoods, the city of Boston, elected officials, NSTAR, the MassDOT team, and the private development community," said Secretary Davey. "By bringing all of these groups together, we were able to address the problem and develop an innovative solution that enhances safety for pedestrians, creates a new and active use for this land, and strengthens the connection between these two neighborhoods."

Built at an upfront cost of $2.5 million, MassDOT will recover the cost through revenue generated by the new parking lots. The lots are expected to be active this spring. A third lot between Herald and Traveler streets is slated to be developed as a Phase 2 to the project that will also include additional green spaces, connections to the Harborwalk, as well as additional parking.

"Working with our partners during the course of the development of this project really challenged everyone involved to think creatively and work collaboratively to eliminate the blight and create a new use that satisfies an existing need for additional parking," said MassDOT Highway Administrator Frank DePaola. "Additionally, the new lighting installations will go a long way to creating an environment that no longer discourages walking and cycling, but encourages it."

weMove Massachusetts: Planning for Performance

MassDOT has released weMove Massachusetts: Planning for Performance (WMM), the Commonwealth’ Long-Range Transportation Plan. The report summarizes MassDOT’s new approach to multimodal capital planning and the use of scenario planning. The Planning for Performance tool can be used to calculate the performance outcomes resulting from different funding levels available to MassDOT. The WMM tool also begins to incorporate MassDOT important policy initiatives such as mode shift and sustainability into the capital planning process. In the future MassDOT will use the tool to update and refine investment priorities. The performance tool also allows our customers and stakeholders to understand the impacts of investment or disinvestment in our transportation system.

Beginning on January 29, MassDOT will convene a series of six public meetings to present both the weMove Massachusetts report and the MassDOT Capital Investment Plan. The meetings locations and dates are as follows:

WMM is built on extensive customer outreach MassDOT started in the youMove Massachusetts project. MassDOT conducted wider outreach to Environmental Justice and Title VI communities through the WMM process, and this outreach complemented the conversations MassDOT conducted at the same time as part of the Patrick Administration’s transportation revenue proposals. The Stakeholder Summary Report is available on the weMove Massachusetts website.


Grounding McGrath Final Report Available

The Grounding McGrath Study final report is now available. Its primary recommendation is to remove the McCarthy Overpass in Somerville and replace it with a six-lane at-grade urban boulevard. The recommended improvements to the McGrath Highway will be paired with the MBTA Green Line Extension to Somerville and Medford to help transform the neighborhoods surrounding them.

This report is the culmination of an extensive feasibility study and public involvement process that evaluated the benefits and impacts of removing the McCarthy Overpass, an elevated structure that carries Route 28 over Washington Street in Somerville that was in need of significant repairs. Built in the early 1950’s, the Route 28 corridor’s elevated structures pre-date not only the Central Artery tunnel, but also the original Interstate 93 elevated viaduct through Boston, Somerville and Cambridge. This construction severed Somerville and its neighborhoods with a steel and concrete barrier.

The study addresses not only about the technical challenges of safety and long-term maintenance of the transportation infrastructure but also reconnecting the community, increasing accessibility to all transportation modes, and promoting economic development. The Grounding McGrath Study required a multi-faceted approach to invite community engagement and evaluate a broad range of desired outcomes.

Celia Blue Appointed RMV Registrar

MassDOT Secretary and CEO Richard A. Davey has appointed Celia Blue as Registrar of Motor Vehicles, effective at the end of January. Blue replaces Rachel Kaprielian, who was appointed by Governor Deval Patrick as Secretary of Labor and Workforce Development.

Blue is currently the MassDOT Assistant Secretary for Performance Management and Innovation, where she worked closely with each division to develop and implement performance management systems. She previously served as Deputy Registrar for the Registry of Motor Vehicles and was responsible for oversight of the RMV’s customer service operations.

"Celia has spearheaded numerous successful innovation initiatives and led our efforts to make performance management more transparent and accountable to the public," said Secretary Davey. "As a former Deputy Registrar with private sector experience, she is uniquely qualified to lead the RMV."

Under Celia’s leadership as Deputy Registrar working with Registrar Kaprielian, customer wait times at RMV branches and the call center were reduced. Blue was also instrumental in the implementation of the RMV’s innovative partnership with AAA.

She previously served as a Commissioner of the former Massachusetts Aeronautics Commission and worked in the private sector in leadership roles focusing on customer service, operational management and small businesses management.

Blue holds a Bachelor of Science degree from Worcester State College and a Masters in Business Administration degree from Anna Maria College. She has been recognized for her leadership, commitment and dedication to making Boston a more inclusive city and serves on the boards of several civic and community organizations in Central and Eastern Massachusetts.

"I also wish to congratulate Rachel Kaprielian on her appointment as Secretary of Labor and Workforce Development," said Secretary Davey. "She can be proud of her accomplishments as Registrar in bringing a customer focus to the RMV, and I know she will bring the same vision, energy, and commitment to her new role."
